National HIV/AIDS Strategy

PWN leads the nation in gender-sensitive HIV advocacy and created the first domestic policy agenda written exclusively by HIV positive women, submitted to the Obama-Biden transition team in December 2008.  Subsequently, PWN helped to lead a process with thirteen other organizations to provide recommendations on healthcare reform and the National HIV/AIDS Strategy (NHAS) culminating in the production of a NHAS gender monitoring toolkit, report card, and recommendations for NHAS implementation, released in September 2010. In 2011, we are focused on further monitoring of the strategy and adapting the national tool for state and local advocacy work.

In September 2010, thirteen organizations released the first gender analysis, recommendations and monitoring report of the U.S. National HIV/AIDS Strategy: Monitoring the U.S. National HIV/AIDS Strategy from a Gender Perspective: Analysis and Recommendations for Implementation.

The Strategy makes incredible strides in identifying the multiple structural and social factors that lead to communities’ disparate vulnerabilities to HIV. Yet, the Strategy does not identify women as a priority population or recommend women-specific campaigns and programs despite the disparate impact of the epidemic on women of color and the many people who depend on them.
